On Thursday, August 22, 2024, Arnaud Royer, Head of Human Rights Service of Binuh, and Sébastien Hounhouedo, Police Expert of OHCHR, held a closed-door meeting at LSA2 with Godfrey Otunge, MSSM Force Command.
The meeting was crucial since it was ostensibly held to assess progress of the implementation of the Human Rights Compliance framework in the MSSM. The discussion also covered areas of community engagement and accountability issues related to MSS support for the HNP.
Otunge pointed out that MSSM in Haiti is very keen in ensuring that the Compliance Framework is understood by every officer in the Mission. He observed that the MSSM had learnt a lot from the failed previous missions, and the current Mission will not repeat that were made. He revealed that Kencon officers have been trained on the compliance framework and are keen to follow it.
Roger appreciated the warm welcome he had received at the LSA1, pointing out that it was his first time to visit the camp. He expressed optimism that the Mission was going to succeed since it has started on the right footing, pointing out that all functionaries that have visited and been interested with the Force Command have exuded confidence in the Mission. He pointed out that BINUH is ready to train more officers on compliance, given that other contributing countries have yet to deploy to the mission.
MSSM remains steadfast in assuring Haitians that human rights, cultures, and traditions will be respected as the officers carry on the mission mandate of supporting Haitian police to ensure that normalcy, peace, and tranquility are restored in Haiti.
